Update 27th January 2026 – Government confirms ground rents to be capped – but when?

The Government has today published a list of proposals to make owning leasehold properties easier and to make things more fair for leaseholders

This blog from the ministry of Housing Communities and Local Government confirms the Government’s plans – but as yet it does not confirm when these proposed changes are to take place

Ground rent is to be capped on most leases entered into before July 2023 to £250pa and after 40 years reduced to a peppercorn(£0pa)

Other proposals are around service charges and other charges which can currently lead to people losing their properties

The Government say leasehold will be scrapped on new build properties in favour of commonhold and current leaseholders will be given the right to convert to commonhold

In the link below the Goverment has confirmed a Commonhold and Leasehold Reform Bill to be announced today

So far there is no mention of the commitment to abolish marriage value and make other changes to how the premium to extend your lease or purchase your freehold is calculated
